EU adopts new sanctions in response to Russia’s destabilizing actions

The Council of the European Union has enacted restrictive measures against 16 individuals and three entities for their involvement in Russia’s destabilizing activities abroad.

The sanctions target individuals and entities involved in Russian government activities and policies, including hybrid warfare tactics such as coordinated disinformation and interference. The decision also includes an expansive package of 84 additional listings—54 individuals and 30 entities—linked to actions threatening Ukraine’s territorial integrity, sovereignty, and independence.

Among the targeted individuals is the military unit responsible for the bombing of Kyiv's Okhmadyt Children’s Hospital, senior executives in major Russian energy firms, and individuals implicated in the deportation of children, propaganda operations, and sanctions evasion schemes. The sanctions also extend to key figures such as Russia’s Minister of Defense and the Deputy Chief of the General Staff of North Korea.

In particular, the EU has imposed measures on Russian defense and shipping companies, a chemical plant, and a civil airline providing logistical support to Russia's military. For the first time, Chinese firms supplying drone and microelectronic components to Russia’s war efforts have been subjected to full sanctions, including asset freezes, travel bans, and prohibitions on making economic resources available.

Furthermore, the EU sanctioned GRU Unit 29155, which is covert unit within Russian military intelligence, known for assassinations, bombings, and cyberattacks across Europe, as well as activities in Ukraine, Western Europe, and Africa.

Another sanctioned entities include those responsible for the ‘Doppelganger’ campaign, a Kremlin-led digital disinformation operation aimed at manipulating narratives about Russia’s war in Ukraine, targeting EU member states, the U.S., and Ukraine; Sofia Zakharova and Nikolai Tupikin, senior figures in Russian disinformation efforts, including the development of digital propaganda tools and infrastructure.

The sanctions also address Russian-linked hybrid operations in Africa and Germany, where destabilization campaigns and covert activities have threatened regional stability.

The restrictive measures include asset freezes and travel bans for the designated individuals and entities. EU citizens and businesses are prohibited from providing funds or resources to those listed. These measures aim to disrupt financial and logistical networks supporting Russia’s aggressive actions.
