1) Allocation of Resources Without Limits or Throttling (CVE-ID: CVE-2025-64702)

The vulnerability allows a remote attacker to cause a denial of service.

The vulnerability exists due to allocation of resources without limits or throttling in the HTTP/3 QPACK header decoding and header construction logic when processing a QPACK-encoded HEADERS frame that expands into a large decoded header field section. A remote attacker can send a specially crafted HEADERS frame to cause a denial of service.

The issue affects both HTTP/3 client and server implementations due to symmetric header construction.
