The vulnerability allows a remote user to bypass authorization checks.

The vulnerability exists due to improper access control in the DELETE /v2//manifests/ endpoint when handling tag deletion requests. A remote API client can send a crafted DELETE request for a tag reference to remove tags from repositories even when the operator has explicitly disabled deletion.
