The vulnerability allows a local user to cause a denial of service.

The vulnerability exists due to a refcount leak in xfrm_migrate_policy_find when handling policy migration lookups. A local user can trigger the vulnerable code path to cause a denial of service.

The issue is caused by a redundant reference increment because the lookup function already returns a policy with a held reference.
