The vulnerability allows a local user to cause a denial of service.

The vulnerability exists due to improper state management in mlx5e_activate_txqsq() when re-activating transmit queue send queues with bytes still in flight. A local user can trigger queue restart conditions to cause a denial of service.

The issue can lead to a kernel BUG in dql_completed() because BQL counters are reset while outstanding TX WQEs remain in flight.
