The vulnerability allows a local user to bypass io_uring restrictions.

The vulnerability exists due to improper access control in the io_uring task restriction handling when a process performs an exec after previously using io_uring. A local user can execute a program and create a new io_uring ring after exec to bypass io_uring restrictions.

The issue occurs because the exec cancellation path releases the per-task restriction while preserving the ability to create a ring afterward.
