Vulnerability details

The vulnerability allows a remote non-authenticated attacker to execute arbitrary code.

The vulnerability exists due to reliance on cookies without validation and integrity checking. An unauthenticated attacker can execute arbitrary operations on the system via crafted HTTP or HTTPS request via forged cookies requiring knowledge of the FortiWeb serial number.
