The vulnerability allows a remote attacker to compromise vulnerable system.

The vulnerability exists due to and error in the "restjavad" process which may expose a way to upload arbitrary files on the BIG-IP system, bypassing the authorization system. A remote authenticated attacker can upload arbitrary files, fill the disk storage and make the BIG-IP host inoperable.
