Description

The vulnerability allows a local authenticated user to execute arbitrary code.

In NetworkPolicyManagerService, there is a possible permissions bypass due to a missing permission check. This could lead to local escalation of privilege allowing a malicious app to modify the device's data plan with no additional execution privileges needed.
